In brief: Ukrainian strike drones attacked the Saratov Oil Refinery while precision missiles struck the Proton defense microelectronics plant in Oryol overnight into Saturday, Nov. 7. The strikes triggered major fires across both strategic installations, damaging a Rosneft refinery with an annual capacity of 7 million metric tons and an enterprise supplying semiconductors for Iskander-M missiles and Pantsir-S1 systems.

Drones Strike Saratov Refinery, Missiles Hit Oryol Plant

Ukrainian strike drones attacked the Saratov Oil Refinery while naval cruise missiles struck the Proton-Elektroteks defense plant in Oryol overnight into Saturday, Nov. 7, igniting fires across both Russian industrial facilities.

Independent Russian news outlet Astra reported that air raid sirens sounded at least twice across Saratov overnight as residents reported flashes and loud detonations near the refinery.

Saratov Region Governor Roman Busargin confirmed civilian infrastructure damage and casualties resulting from the aerial incursion, but refrained from identifying the refinery as an impact site.

Operational capacity of the Saratov refinery

The Saratov Oil Refinery operates as one of the oldest petroleum refining enterprises in Russia, managed as a production branch of state-owned oil major Rosneft.

The facility maintains an annual crude processing capacity of approximately 7 million metric tons (roughly 140,000 barrels per day), having processed 4.8 million tons in 2023.

The plant produces automotive gasoline, commercial diesel fuel, fuel oil, and specialized lubricants supplied directly to the Russian armed forces.

The Russian Ministry of Defense claimed on Telegram that its air defense systems intercepted and destroyed 411 Ukrainian unmanned aerial vehicles (UAVs) overnight across Russian regions.

The General Staff confirmed direct hits, secondary detonations, and a structural blaze across the industrial facility.

Oryol Region Governor Andrei Klychkov acknowledged that manufacturing capacities in the city’s Sovetsky district sustained damage during what he described as a repelled missile attack, without officially naming the enterprise.

Strategic output of Proton-Elektroteks in Oryol

The General Staff identified Proton-Elektroteks as a leading Russian manufacturer of optoelectronic equipment and power semiconductors with full-cycle production lines.

The facility manufactures key components integrated into Russian standoff weapons, including modules for Kh-71 “Kover” air-launched cruise missiles and inverter-switches for 9M723 ballistic missiles fired by the Iskander-M mobile system.

Defense consultancy Defense Express noted that the industrial address in Oryol also accommodates affiliated entities ZAO Proton-Impuls and AO Proton. All three enterprises supply specialized microelectronics and optoelectronic modules integrated into Iskander-M missiles and Pantsir-S1 surface-to-air systems.

The enterprise previously sustained severe damage during a Ukrainian strike on Oct. 23, when open-source imagery showed the structural collapse of at least one major assembly workshop.

Ukrainian military authorities stated that neutralizing component manufacturing at the site directly degrades Moscow’s capacity to assemble ballistic and cruise missiles used against Ukrainian urban centers. The operation was executed under Article 51 of the United Nations Charter governing individual and collective self-defense.

Strike on the Afipsky refinery

The overnight operations in Saratov and Oryol follow a drone assault early on Friday, Nov. 6, against the Afipsky Oil Refinery in Krasnodar Krai.

During that attack, incoming strike drones triggered blazes across the Afipsky refinery’s tank reservoir park, causing thick smoke that drifted toward Krasnodar.

The incident prompted civil aviation authorities to activate the “Kover” emergency protocol, temporarily halting flight operations at Krasnodar airport.

The Afipsky plant maintains an annual crude processing capacity of approximately 7.2 million metric tons (7.9 million US tons), manufacturing motor fuels, gas condensate distillates, and heavy residues.
