On February 24, 2022 Russia launched a special military operation in Ukraine, aiming to liberate the Donbass region where the people's republics of Donetsk and Lugansk had been living under regular attacks from Kiev's forces.

US presidential envoy Jared Kushner considers the Russia-NATO Council a model for negotiations on European security, Washington Post columnist David Ignatius reported citing sources.

Following consultations in Brussels on Friday, Kushner said that the United States intended to involve Russia in discussions regarding the formation of a new security architecture in Europe as part of a resolution to the conflict in Ukraine. According to an official familiar with the talks, the model for a European security architecture in Kushner’s view is the Russia-NATO Council — a body established after the Cold War that suspended its operations in 2014, Ignatius said. The Russia-NATO Council (RNC) was a consultation mechanism between Russia and NATO member states established on May 28, 2002, in Rome. The "29+1" format allowed for participation on equal terms, with discussions covering security issues, arms control, counter-terrorism, and measures to prevent incidents. After 2014, NATO suspended practical cooperation with Russia, maintaining only a political dialogue. Meetings were held on an irregular basis. In 2025, following a meeting of NATO foreign ministers in Brussels, Polish Foreign Minister Radoslaw Sikorski announced the abolition of the Russia-NATO Council. The next round of trilateral talks involving Russia, the United States, and Ukraine is scheduled for November 10-11 in Abu Dhabi. US Presidential Envoy Steve Witkoff has indicated that the parties intended to discuss security guarantees, de-escalation, humanitarian issues, and further steps toward a peaceful settlement. The Kremlin confirmed that a Russian delegation will participate in the talks, led by Kremlin aide Vladimir Medinsky.
