In brief: The International Ice Hockey Federation (IIHF) has reinstated Russia to the 2027 World Junior Championship (U20) roster following an Oct. 30 CAS ruling, displacing Norway to Division IA as the lowest-seeded team. Norwegian Ice Hockey Association General Secretary Petter Salsten has opposed Russia’s return, highlighting that Canadian authorities have signaled Russian athletes will not receive entry visas and several nations have warned of boycotts.

IIHF Reinstates Russia to 2027 World Juniors, Bumping Norway

The International Ice Hockey Federation (IIHF) has added Russia to the tournament roster for the 2027 World Junior Ice Hockey Championship (U20), forcing the relegation of Norway’s national team from the top division to Division IA, the Norwegian Ice Hockey Association (NIHF) announced.

The governing body’s decision implements an Oct. 30 arbitral ruling by the Court of Arbitration for Sport (CAS) in Lausanne, Switzerland, which mandated the IIHF to lift bans on Russian squads and admit them across multiple international competitions across the 2026–2027 season, including the men’s flagship world tournament.

Under the updated tournament seeding for the 2027 tournament in Canada, Russia was integrated as the 10th-ranked squad. Consequently, Norway – holding the lowest seeding among teams in the top tier was designated for demotion to the lower flight.

However, Norway’s eventual tournament participation remains in question amid expected diplomatic and political barriers facing Russian athletes in North America.

Norway’s eventual tournament status is still uncertain

NIHF General Secretary Petter Salsten stated that Norway firmly opposes Russia’s rehabilitation on the international sports stage while Moscow wages unprovoked warfare against Ukraine, expressing confidence that visa denials and allied tournament boycotts could prevent Russian teams from competing in Canada.

“The Canadian authorities have made it clear that Russian hockey players will not receive visas to participate in the World Junior Championship,” Salsten said.

“In addition, several participating nations have stated that they will not take part in the tournament or will not play against Russia if they meet them. This gives us hope that the final decision regarding our participation in the championship in Canada in December has not yet been made.”

Salsten noted that the Norwegian association expects further formal clarifications and directives from the IIHF within the coming days to resolve the administrative gridlock.

The development follows previous statements from host governments that have indicated reluctance or outright refusal to issue entry visas to athletes representing the Russian state while military operations in Ukraine persist.

Broader fallout of the CAS ruling

The controversial adjustment follows the Oct. 30 arbitral award by CAS that overturned the IIHF’s blanket suspension on Russian national teams, originally instituted in February 2022 following Russia’s full-scale invasion of Ukraine.

While the IIHF stated on Saturday, Nov. 7, that it “continues to disagree” with the arbitral tribunal’s verdict, the federation affirmed that it must adhere to binding legal measures while consulting member associations, including the Russian Ice Hockey Federation, to find a workable path forward.

Concurrently, the IIHF Council decided to uphold its suspension of Belarusian men’s and U20 national teams from the 2027 World Championships, citing organizational, ticketing, and scheduling constraints after the IIHF Disciplinary Board ruled there were no legal grounds compelling their immediate reinstatement.

The rehabilitation of Russian squads has drawn sharp diplomatic backlash across Europe. Ukrainian Foreign Minister Andrii Sybiha condemned the CAS determination, stating that “by allowing Russian hockey to return, CAS stains the ice with Ukrainian blood” and calling on democratic nations to enact national visa bans.

The prospective participation of Russian teams also creates logistical and boycott risks for the 2027 IIHF Men’s World Championship in Germany, where Ukraine’s national team has qualified to compete, raising acute security and operational concerns for European organizers.
